The National Health Observatory is an administrative body under the authority of the Minister for Health. However, the National Health Observatory enjoys scientific and professional independence as regards to its observation tools, findings and proposals. The purpose of the National Health Observatory is to guide decisions and health policies and assess their impact by networking data (health status, health determinants, non-monetary resources and use of the health and care system). In other words, the Observatory must generate information using available data and put this information into perspective (historical comparison, international benchmarking) to identify areas for improvement. The Law of 2 March 2021 creating a National Health Observatory sets out the Observatory’s missions, governance and internal organization.
