My name is Victoria Härtling, and I am currently pursuing a PhD on the topic “Enhancing People-Centered National Health System Assessments: Implementing a Performance Portal in Luxembourg,” as part of the HealthIntelAct Doctoral Network funded by the Marie Skłodowska-Curie Actions. I am employed at the Observatoire national de la santé, and my PhD is awarded by the University of Amsterdam.

Prior to joining HealthIntelAct, I was a PhD candidate in the Health Systems and Services Research Group at Amsterdam UMC, led by Dionne Kringos. During this time, I contributed technical support to the implementation of the Irish Health System Performance Assessment (HSPA) framework and investigated the usability of scientific evidence from local longitudinal cohort studies in Amsterdam’s health policy processes. This work was part of the ADViSe project, which aimed to improve care provision for socially vulnerable populations. These experiences laid the foundation for my continued academic journey as a HealthIntelAct fellow.

Beyond my research, I was actively involved in the Junior Council of the Quality of Care research program and served on the Social Committee of the Public and Occupational Health Department at Amsterdam UMC.

My academic background is in health policy, healthcare management, and public health. I completed a double Master’s degree at the University of Bremen in collaboration with Maastricht University. Alongside my studies, I worked as a research assistant at the Institute for Public Health and Nursing Research at the University of Bremen, which sparked my interest in pursuing a PhD. My Master’s thesis focused on air pollution policies in Hyderabad, India, and included a three-month research stay supported by the French Institute of Pondicherry.
